Khủng hoảng trần nợ công: Tác động của phân cực đảng phái đến ổn định tài chính Mỹ dưới thời Tổng thống Joe Biden

Tóm tắt: Trong những năm gần đây, trần nợ công của Mỹ liên tục trở thành tâm điểm của các cuộc đối đầu chính trị. Đặc biệt, dưới thời Tổng thống Joe Biden, những căng thẳng này phản ánh rõ nét mối liên hệ ngày càng sâu sắc giữa tình trạng phân cực đảng phái và biến động trên thị trường tài chính, từ đó đặt ra thách thức đối với năng lực quản trị kinh tế và ổn định tài khóa quốc gia. Việc nâng trần nợ công không còn là thủ tục kỹ thuật mà đã trở thành công cụ mặc cả chính trị, làm suy giảm uy tín tài chính của Mỹ. Bài viết phân tích tác động của phân cực đảng phái đến quá trình thông qua trần nợ công trong giai đoạn 2021-2023 và hệ lụy đối với ổn định tài chính, bao gồm trì hoãn chính sách, biến động lợi suất trái phiếu Kho bạc, hạ xếp hạng tín dụng, và gia tăng chi phí vay nợ của Chính phủ Mỹ. Những diễn biến này cũng góp phần làm suy giảm niềm tin toàn cầu vào khả năng quản trị tài khóa của Mỹ và đe dọa vị thế quốc tế của đồng USD. Bài viết nhận định rằng, phân cực đảng phái là mối đe dọa thường trực đối với ổn định tài chính, đòi hỏi cải cách sâu rộng để bảo vệ nền tảng kinh tế vĩ mô và bảo vệ vai trò trung tâm của Mỹ trong hệ thống tài chính toàn cầu.

Abstract: In recent years, the U.S. public debt ceiling has repeatedly triggered political standoffs. Under President Joe Biden, these episodes have highlighted the growing nexus between partisan polarization and financial market volatility, undermining the nation’s capacity for sound economic governance and fiscal stability. What was once a routine technical procedure for raising the public debt ceiling has increasingly become a tool of political bargaining, thereby eroding the credibility of U.S. fiscal policy. This paper examines how partisan polarization shaped the debt ceiling negotiations between 2021 and 2023 and assesses their implications for financial stability, including policy delays, fluctuations in Treasury yields, credit rating downgrades, and higher government borrowing costs. Moreover, this dynamic has weakened global confidence in U.S. fiscal management and threatened the international standing of the U.S. dollar. The study argues that partisan polarization poses a sustained threat to financial stability, necessitating comprehensive institutional reforms to safeguard macroeconomic fundamentals and preserve the United States’ pivotal role in the global financial system.
