Tóm tắt: Bài báo này cung cấp một phân tích chuyên sâu về sự cố mất điện trên diện rộng tại Bán đảo Iberia vào ngày 28 tháng 4 năm 2025, một sự kiện chưa từng có trong lịch sử hiện đại, khi gần 60% công suất phát điện của Tây Ban Nha bị mất chỉ trong vài giây. Mục tiêu của nghiên cứu là phân tích các nguyên nhân kỹ thuật, cơ chế lan truyền sự cố và rút ra bài học hệ thống cho hoạt động của lưới điện hiện đại. Bằng cách tổng hợp các báo cáo từ Red Eléctrica de España (REE), Chính phủ Tây Ban Nha và ENTSO-E, nghiên cứu xác định rằng sự cố không bắt nguồn từ một nguyên nhân duy nhất mà là hậu quả của sự kết hợp nhiều yếu tố, bao gồm: thiếu khả năng kiểm soát điện áp động từ máy phát điện, kế hoạch vận hành không đầy đủ, phản ứng của hệ thống bảo vệ không phù hợp và một loạt sự cố ngắt mạch từ các nguồn năng lượng tái tạo. Sự cố này cũng làm nổi bật tính dễ bị tổn thương của các hệ thống điện với sự phụ thuộc quá mức vào năng lượng tái tạo và mức độ kết nối quốc tế thấp. Những phân tích và bài học rút ra từ sự cố này có tầm quan trọng và giá trị tham khảo đặc biệt, từ đó tác giả đề xuất một số giải pháp nhằm nâng cao độ tin cậy của hệ thống điện Việt Nam trong bối cảnh chuyển đổi năng lượng nhanh chóng và tỷ trọng các nguồn năng lượng tái tạo ngày càng tăng.

Abstract: This paper provides an in-depth analysis of the widespread power outage on the Iberian Peninsula on April 28, 2025, an unprecedented event in modern history where nearly 60% of Spain’s generation capacity was lost in a matter of seconds. The study’s objective is to analyze the technical causes, the mechanism of fault propagation, and draw systemic lessons for the operation of modern power grids. By synthesizing reports from Red Eléctrica de España (REE), the Spanish government, and ENTSO-E, the research identifies that the incident did not stem from a single cause but was a consequence of a combination of factors, including: a lack of dynamic voltage control capability from generators, an inadequate operational plan, inappropriate protective system responses, and a series of short-circuit faults from renewable energy sources. The incident also highlights the vulnerability of power systems with excessive reliance on renewable energy and low international interconnection levels. The analyses and lessons drawn from this incident are of particular importance and reference value, from which the authors propose several solutions to enhance the reliability of the Vietnamese power system amidst the accelerated energy transition and an increasing share of renewable sources.
