Tóm tắt: Bài viết làm rõ sự biến đổi tư duy địa kinh tế của Mỹ trong chiến lược Ấn Độ Dương – Thái Bình Dương, chuyển từ hợp tác mềm dẻo sang cạnh tranh có trọng điểm. Dưới Chính quyền Donald Trump nhiệm kỳ thứ hai (2025-2029), chiến lược địa kinh tế có xu hướng thực dụng và cưỡng chế hơn, tập trung cho mục tiêu giảm phụ thuộc vào Trung Quốc, kiểm soát chuỗi cung ứng và bảo vệ lợi ích công nghệ lõi. Trên cơ sở phân tích sáu trụ cột gồm: mục tiêu, công cụ, không gian, phương thức hành động, cấu trúc liên minh và sáng kiến chính sách điển hình, bài viết so sánh cách tiếp cận của các chính quyền Mỹ gần đây, đồng thời đánh giá tác động đối với trật tự khu vực và dư địa chiến lược của Việt Nam. Từ đó, bài viết đưa ra một số kiến nghị chính sách nhằm thích ứng với cục diện địa kinh tế đang phân hóa và cạnh tranh gay gắt.

Abstract: This article examines the evolution of U.S. geoeconomic thinking in the Indo-Pacific strategy, shifting from flexible cooperation to focused strategic competition. Under the Trump administration (2025-2029), the U.S. geoeconomic approach has become more pragmatic and coercive, emphasizing reduced dependence on China, control over supply chains, and the protection of core technological interests. Using an analytical framework built on six pillars: strategic objectives, instruments, geographical scope, modes of action, alliance structures, and signature policy initiatives, the paper compares the approaches of recent U.S. administrations. It further assesses the implications for regional order and Vietnam’s strategic space, offering policy recommendations to help Vietnam adapt to an increasingly fragmented and contested geoeconomic landscape.
